Board of Directors

Listed below are the current committees, trust boards, and related organizations of the FRSA. Along with each committee is a brief description of what the committee does and what is expected of the committee member. Also provided is the name of the FRSA Staff Liaison.

Affiliate Council– FRSA currently recognizes 14 local roofing and sheet metal associations as Affiliate Members. These local groups are located in most of the major metropolitan areas of the State. As FRSA Affiliate Members, each is entitled to have one representative on the FRSA Board of Directors. This representative, along with the Affiliate President, serve on the Council. The Council meets in January, April and October in round table discussion format to share their ideas on membership promotion, meeting speakers, and successful fundraising activities. They also assist each other with common problems that are faced statewide such as licensing and permitting issues and relationships with building departments. An Annual Roundtable meeting is also held at FRSA headquarters.

The Council also plans an annual affiliate competition at FRSA's Annual Convention. Affiliate representatives are also updated on codes and regulatory and legislative issues at the Council meeting by FRSA staff members and FRSA Lobbyist Cam Fentriss.

FRSA Board of Directors – The FRSA "Board" is composed of 33 members who are elected by the general membership of the Association during the annual convention. Board members are elected for three-year terms. Their terms are staggered so, generally speaking, 11 new Board members are elected each year. A director is elected by each Affiliate Association for a one-year term. The FRSA President can appoint up to four more directors for one-year terms. The FRSA Board meets four times each year. Meetings are held in January, April, during the annual convention in June, and in October. The FRSA Board of Directors is the governing body of the Association. They are responsible for approving an annual budget and deciding on all fiscal matters and policy directions for the Association.

Codes & Regulatory Compliance – This Committee monitors the activities of the International Code Council (ICC) and the Florida Building Commission (FBC). The Committee reviews proposed code changes, as well as submits proposed changes on behalf of FRSA. Volunteers from this Committee serve on technical advisory committees of the FBC which meet regularly around the State.

The Committee also reviews proposed standards involving roofing for ASTM and Factory Mutual. As Code requirements change, the rest of the industry is notified through special reports and articles in the Florida Forum Magazine. The Committee also strives to improve relations with building officials by providing seminars at the FRSA Annual Convention, and helping officials to understand the impact of specific regulations on the roofing industry.

The Committee meets in January, April, and October, and at additional times throughout the year as needed.

Convention Committee – This Committee is responsible for planning the FRSA Annual Convention. They work with the staff to organize and develop a functional schedule, enabling attendees the opportunity to get the most for their convention dollar. The Committee also decides entertainment for the Friday night theme party, the Saturday night Banquet, the luncheons and plans the social events. They have the responsibility to recruit and retain the many generous sponsors that allow FRSA to produce a first-class event. Convention Committee meetings are generally held four times a year; in August, October, January and April.

Credit Union - Board of Directors and Supervisory Committee – The FRSA Credit Union Board of Directors has seven members and a Supervisory Committee which meets monthly. Members serve three-year terms. Any vacancies are filled by the Board of Directors and Supervisory Committee until the next annual meeting. The Board of Directors is responsible for the general management of the affairs of the Credit Union including setting policies. The Supervisory Committee is responsible for all audits and examinations of the FRSA Credit Union.

FRSA Educational and Research Foundation Trustees – This 12-person Board is responsible for continuing education programs. Each year, the Foundation Trustees decide on topics for technical, business and required seminars to present in Spring and Fall. The Foundation coordinates FRSA Annual Convention educational programs and the annual silent auction with the FRSA Convention Committee. The Trustees conduct a fund-raising raffle which assist with the cost of the scholarship program and educational seminars in Spring, Convention, Fall and at FRSA Affiliates. The Foundation provides financial support to the University of Florida School of Architecture through the Earl Blank Endowment. The Foundation Trustees meet in January, April and October. Trustees are elected for 3-year terms.

Governmental Affairs Committee – This Committee works closely with the FRSA Legislative Counsel to monitor proposed legislation and/or regulations which effect our industry. The Committee proposes legislation and establishes positions on issues critical to the industry. The Committee also oversees the operation of the FRSA Political Action Committee (FRSA-PAC).

Issues of critical importance that are monitored by Governmental Affairs Committee include workers' compensation insurance, Florida Building Code, Florida Lien Law, and the Florida Construction Contracting Law. The Committee meets in connection with the quarterly meetings of the FRSA Board of Directors in January, April and October.

Insurance Committee – The purpose of this committee is to assist FRSA members in finding affordable health care and auto & general liability insurance coverages. The Committee is currently investigating options for providing these coverages including a study of the feasibility of forming an insurance company to provide property/casualty coverages.

Public Relations & Marketing Committee – This Committee's goal is to promote a professional image of the roofing industry, convey the association's usefulness to governmental, specifying and construction industry entities and develop methods to communicate this message effectively to the public and construction industry through: media relations, FRSA web page content and the subject matter of the Florida Forum Magazine. This Committee will also work with other FRSA Committees to promote association membership and professionalism in all printed materials.

Disaster Preparedness & Repsonse Committee – This Committee is developing several internal and external disaster preparedness and disaster communications plans. One internal plan will help FRSA members set-up their own company disaster plans. Another internal plan will outline a system of communications and response among FRSA member companies. The external plan will detail how the association will interact with various outside organizations including local, state and federal government and various emergency organizations such as the Red Cross. The Committee will meet during quarterly meetings of the FRSA Board of Directors and will have additional meetings at the call of the committee chairman.

Membership Committee – The main objective of this committee are to retain existing members and plan campaigns to recruit new members. Some of the membership efforts completed in the past include: membership video campaign, FRSA affiliate membership nights, phone drives, direct mailings, trade show booths, and member-get-a member competitions. In addition to roofing contractors, manufacturers, distributors, consultants and building officials are actively recruited for membership.

A Spring membership phone drive is planned. There are incentive programs during the drive and throughout the year to recruit new members. Volunteers are always needed to speak to prospective members at the Annual Trade Show. The Membership Committee meets in January, April and October.

Roof Tile Committee – The Committee discusses issues relating to the design, installation, and performance of various roof tile systems. In addition to meeting at the Board and Committee meetings in January, April and October, the members of the Committee hold several more meetings to work on the "Concrete and Clay Roof Tile Installation Manual", which is in its 4th edition.

The 4th edition of the manual consists of four roof tile installation systems: Direct Deck & Horizontal Battens, Counter Batten and Direct Deck, Mortar Systems, and Adhesive-set Systems.
The 4th edition of the "Concrete and Clay Roof Tile Installation Manual" is approved as a reference document for the installation of tile roof systems in the Florida Building Code.

FRSA Self Insurers Fund Trustees – This 10-member Board of Trustees oversees the operation of the FRSA Self Insurers Fund for Workers' Compensation Insurance. The Trustees meet on a regular basis to conduct the business of this multi-million dollar self insurers fund. The Trustees have complete responsibility for fiscal, fiduciary, and statutory management of the Fund.
